I have a Ricinocarpus (Wedding bush) I acquired a few years ago that apart from slip potting has had no rootwork or new soil for 10-12yrs and is still growing in the sand it was collected from.
While it is still growing well I am wondering how long can it be left as is, how I should approach repotting and what I should use for a medium when the time comes.

I don't have ricinocarpus growing as bonsai so don't have direct experience repotting but they are relatively easy to grow from cuttings which generally indicates that it should tolerate root pruning reasonably well.
All trees, including all the native species I have worked with, grow better with regular repotting to allow room for new roots, better air penetration and room for water to move into the root zone.
I would try repotting in late spring or early summer. Be a bit gentle with the roots (remove less than 1/2 at a time) until you know it can handle more severe root reduction. All my natives are in my standard bonsai potting mix. Yours is growing well in the original sand so that may be a clue to making a mix that includes plenty of sand for drainage and aeration.

I just take semi hard stem cuttings and tip cuttings and treat them like all other cuttings. Strike rate is probably around 50% for me.
