Repotting Cedrus dislike repotting, so go easy on root pruning.  They can drop older needles, but these are soon replaced. Repot carefully every 3 or 4 years. 

Prune during spring and late summer pinch out new growth to encourage thickening of pads and foliage. Pinch back new shoots throughout the growing season.

Structural pruning can be undertaken late autumn, to avoid bleeding. Pruning scars heal very slowly, if removing branches, stubs can be left as a Jin.

Be careful  leaving wire on too long as the wire scare take a long time to heal. Thats why I wire Autumn to Spring therefore avoiding wire being on during growing season.

To me it looks like your original post :imo:
How often are you watering? Are you allowing it to dry out between watering? What is it potted in? It wont need as much water now that it is colder. Is it in full sun?

Help needed!!! I'm thinking to cut and maybe wire the tree now but I'm too scared to remove the incorrect branches so am I right in saying that I should be able to see the branch structure, therefore I should be removing crossing branches and maybe wire them?
