When is the right time to prune, hand pinching, wiring of shimpaku/prostrata Junipers?

Such an open question. You can get away with it anytime of year in my experience (although, I don't touch them during the height of growing season as it weakens the tree over time), but there are factors involved, like Recovery time, health of the Juni, and growth.

When you say growing season, are you saying from Spring to Summer.
So I can train my Juni with wire and pruning/trimining/hand pinching buds around Autumn/Winter?

It reads like kcpoole and I have conflicting information. For clarification, let the new growth grow out and trim it when it darkens off.

You can wire it whenever you like, it's just making sure you check it for wire "strangulation". You'll get more time for a branch to set if you put it on at the end of growing season (coming into the cold months, when growth slows down), as opposed to at the start of growing season, yet the branches set better during growing season, confusing huh

No There are different types of work. and different times to do them

Repotting and root pruning is NOT heavy Branch and trunk work, which is what you were originally asking. Do that in Spring or Autmn. Repotting in Summer heat on MOST trees will kill them usually.

Heavy Bending and wiring on old branches or trunks, ( several years old) is usually done any time BUT in Spring. I have done it then but many will recommend NOT to due to the sap flowing in the tree can cause the bark to separate when bending.

Bending and Shaping of the immature foliage and branches can be done anytime as it is soft and supple. you can wire new growth to shape whenever you like.

Pinching or Tip trimming is done in thru spring and summer, as there is no point doing it in Autumn or winter as the tree is not growing then. You cannot trim or pinch if it has no growth to trim off

Not really .
Pinching continually, yep does weaken the tree but I do not pinch much anyway. I let the foliage extend then trim with scissors which is less often and thus encourages back shooting.
He asked about wiring as well in the same comment.
