The best time to wire is when I have the need and the time but pretty much any time of year with the pines.
I have stopped bending junipers through spring and early summer after a couple of die back incidents but I haven't experienced the same adverse reactions in other species.
Autumn is a good time though.

Autumn after decandled growth has hardened so pretty much now for wiring, big bends a month or so ago but probably still OK now.
Wiring in general on pines is least problematic when new growth has extended and needles are attached properly. So other times therefore include early spring and when refined trees are decandled in December.
