Ash Disease ID and treatment advice

Hey guys,
Need some help identifying my Ash trees pest/disease and how to treat it. Seems to be primarily affecting new growth but is also appearing on branches.

I'm no expert but I would like to know what you have tried so far? That info will help in the diagnosis.

My guess is it's fungal or root issues, an expert will chime in soon enough.

So far I've tried a systemic insecticide and a copper fungicide without any success.
It could be an issue with the roots staying too wet as I haven't been able to get into the roots and have a look due to the cheap pot with a frustrating inner lip it was in at purchase. I'll get a hammer out to break the pot open and inspect...

I have not experienced this with Ash but it dos look similar to something that affects trident maples.
Many have suggested fungal infection, others blame mites or some other tiny insect damaging the unopened buds.

The problem turns up in tridents as they first come into leaf in spring. Mine have always got over it as more leaves open in summer. Others suggest systemic fungicide has cured the problem but maybe this is because trees recover naturally anyway?
How long have these leaves been affected?

It's interesting you said it affects early spring growth Shibui. When I purchased this tree a couple of weeks back it had obviously been underfed and neglected as it had little to no growth for a tree so late in its growing season.
After giving it a good feed and some love it burst all over with new shoots, and that's when the white dots started appearing.

Broke the pot open to inspect the root system. Roots weren't 100% healthy but nothing too bad. Definitely no smell to indicate root rot. Slip potted it back into a very open mix just incase.

I've been growing Ash for years but I haven't seen anything quite like that. Black tips often mean water soaked roots or over fertilizing. Otherwise an application of tomato dust can be useful. It contains a fungicide/insecticide/miticide which covers a lot of bases.
