Creating a Number One Branch

In relation to my previous post of Leptospermum Lavascens/polygalifolium (Pacific Beaity) I have shaped it into a sdlanting style but need to create a number one branch a third up the trunk to give it an aesthetic balance. What is the best way...marking the bark has not seemed to have produce any new growth yet but I have some cuttings which I could get a nice branch from either that or a sacrifice branch that I have left on.

What is the best option for natives etc...and any advice from experience will be warmly appreciated.
