So a few years ago my sister went to Japan and bought these back for me.

Can anyone tell me WhT type of tool this is, as in what it is called?

Bonus points for anyone who can tell me the manufacturer

I found them!

They are an ikenobo shear, used in Japanese flower arranging.

Not commonly used in bonsai, but apparently a great all round tool
