Acer palmatum stock plant affected by... something.

I have no idea what, though. This plant has many years to go before it can even be considered "in training", but at the rate it's going, it might not even make it that far. It put on 30cm of growth in autumn then just... gave up.
Something's eating it, clearly. Also, I'm concerned about the white "cloudy" patches on the lower leaves. There seems to be some mottled discolouration on the leaves too, and they're not dropping (wouldn't they have, by now?)
It's in semi shade (with a bit of full sun in the morning), gets watered when the pot feels "light", in a sheltered spot away from winds. We haven't had any frosts yet, either. I'm not fertilising it at present, I stopped around end of April. What's eating/infecting these and how do I get rid of them, please?
