I have no idea, but, white oil is a bit of a cure all. It can suffocate bugs. As far as I know it is harmless, to both tree and you, so can't hurt trying.

A few drops of detergent liquid in a water mist spray is effective. It isn't systemic so contact has to be made. May be repeated as needed without harming the tree.

I saw some home-made remedies on ABC Gardening Australia last weekend. You can get a fact sheet via the ABC web page. One of their concoctions must get rid of them!

DO NOT USE WHITE OIL unless you are 100% sure of what you are doing. You can smother or cook a Juniper even in Winter. Use PEST OIL!
I use a mix of Confidor and PEST OIL and occasionly alternate with Natrasoap.

Are they tiny, white specks? On a Needle type Juniper? If so, I think I have had them for a few months on my needle Junipers.
Let me know if you have any success and how you went about eliminating them
Thanks
