Advice for my first bonsai. c 1999

This was my first Chinese juniper bought for me in December 1999. It started the hobby and obsession. I have done little to it really as far as styling, re-potting (3 times actually 4 as the first one in the present pot had to be redone. Clogged kitty litter. ' It' chose to be a semi cascade not me and it grew little cones this autumn. But today I trimmed some of the branches to see the outline of the trunk. However, should the lower part be turning its branches/ needle upwards? Do I wire? When I got it the club I attended said it was about 3 years old. It was set in the Chinaman's pot originally (Refer My first living landscape) But it broke and I re-potted it in a plant pot, then smaller bonsai pot, then the present blue one. (twice). I have pinched the tips too.
The tips of the lower branches surely should not be turning upwards?

It should read 2009. Making the Juniper approximately 8 years old. I've altered it from 1999.
