Any advice for growing and shaping this tree?

If you want a flowering specimen, you will need to grow it large. 1 metre at least.

Growing the tree to be 1 meter high may help it flower, however, a Jacaranda has a very large leaf/frond therefore the proportions for it to be a Bonsai will always be out. Yes with bonsai techniques we can reduce a leaf size down, but if the leaf size is very large in the first place, like a Jacaranda & Wisteria it will always look out of proportion. They will look nice when in flower but the rest of the time are they just plants in a bonsai pot?
I don't mean to put you of doing the Jacaranda but just give you food for thought.

Ken has a nice jacaranda that he managed to reduce the leaf size of. I'm sure he'll chime in soon.

@ shamus, do not be so quick to discount them. I find they have many positive features as Bonsai.

Nice trunk base you have there bMadness.now you just need to develop the branching.
pick your brnaches to have in the design and let them grow out a few inches or so and wire them loosely when they are just lignifiying and bend to shape. they will want to always point to the sky so wire down and out. Once they are in position cut back and they will reshoot further in. The leaves are compound leaves and they do reduce quite nicely actually and for a tree about 300mm tall they can be nicely in scale. When the thre shoots, have extend to 2 or 3 sets of leaves, pinch or trim out the growing tips back to 1 pair of leaves and they will eventually get the hint and stay small .
If the leaves get raggedy and old or just grow too large, I just take them off completely.

Re flowering, A Jac will never flower as a bonsai as they flower only on the new growth in late spring. To have them flower you would need to let them grow unhindered from winter till then ad that will destroy the shape and look of the tree.

I got a bit of die back with them but they are forgiving.

Enjoy Jacarandah for their lovely bark and foliage and especially the golden colour in Autumn

Nope.
when it was being trunk grown years ago it would have been too young to flower, although the new growth woudl have been long enough.
