Some parts of the tree are healthy while others are not, this makes me think that it is an insect problem. (Probably mites.)
It is time to get serious with pesticides, confidor or rogor would be my choice mixed with detergent natrasoap or similar.
Clean out all the hiding places by removing dead and close to dead needles. Keep in a sunny well ventilated position and when you water be sure to water the foliage really well.

What ratio would be ideal? Thanks in advance

I use rogor 1 part (15ml) and Clensil 3 parts (45ml) in a 750 ml spray bottle
I consider rogor to be pretty nasty stuff.

Because of all the do-gooders, we can no longer get some strong stuff such as rogor, they are not allowed to sell it now.
so what else can we use, or does anyone know where to get some rogor. Miyagiman.

Hi miyagi', yes Rogor is no longer available , I have moved onto Yates Rose Shield for the treatment of mites on my decidious tree's , I also sprayed all of my pines and junipers pre Spring and haven't had any issues with pests this season .
Mix as per directions with a follow up application 1-2 weeks later .
Cheers Alpine

Some of the foliage is maturing and is scale-like instead of the immature needles. Some of the branches have male flowers.

It looks like a San Hose juniper which frustratingly has both scale and needle leaves permanently.
Do what Gerard suggests. I'm not sure if rogor worrks on mites? but the soap certainly will. Also spray 3 times 10 days apart
