Start applying flower fertilizer to deciduous flowering species? E.g Prunus, Pyrus etc....

Hi, it depends...
In general, I apply flowering fertilizers about 2-3 weeks before the flowering starts and repeat every two weeks till the flowers finish. I would also continue to feed if they fruit as well.
There are more knowledgeable individuals here about this area, who would provide more specific advice to the specific species.

I agree with kvan64's earlier post, although i would start mine maybe 4 weeks in advance.
Specifically, it is very difficult to advise.
Factors to take into account are local climatic conditions, the plants microclimate and the specific ingredients of your fertiliser.
Plants can only absorb nutrients when they are in a particular phase of decomposition.
You need to know the fertilisers active ingredients.
A chemical finishing with 'ATE'. For example nitrate, phosphate, sulphate, etc.
If the fertiliser you intend to use has Active Ingredients with the ATE, then it is an instant hit for the plants.
My advice is to always follow The Manufacturer's Instructions and allowing for local climatic conditions, meaning the warmer it is = earlier starting for your fertiliser applications.
