scale? on juniper

I was just wondering if I could get an ID on this please...I've been told the white "dusting" is scale but wanted to confirm. It's on a Shimpaku juniper. I've spayed with Confidor about 2-3 weeks ago. Should I do anything else to get rid of it?

Marc Widmar member of the Bonsai society of WA is the government entomologist. He told us last week at a meeting that it was Juniper scale and to treat with eco oil.

I have had a spike in my junipers this year. Treating my procumbens for Phoma, as a result the scale got a free ride. Now they are done.

Went to Masters and picked up some.
Sharp shooter,enviro pest oil. I have only used it once. So I cannot say yes or no. Marc said any one of the Eco ones should be OK.
You can also use insectasidal soap spray. Just need to use it more often.
