White powdery candles and buds

My JBP has white powdery looking substance on the candles/buds.
No photo just yet
Any ideas

Visit
http://www.outbreak.gov.au & search for "Giant Pine scale" (worse case scenario) An outbreak started in 2014 in Vic & S.A (found around Adelaide suburbs) - supposedly eradicated in S.A late last year by the Dept of Primary Industries destroying all known infected trees. If it is you must report.

Adelgids. Kind of like aphids. wash off with a strong fine water spray then spray with insecticide.

Photo is not very clear by the time it reached here. I can hardly see buds let alone any white powder
