Are you interested in a value as bonsai or a value as a garden tree?
For bonsai: Large scars, long areas of bare wood, long way to first branch, first branch has almost no needles or sub branches so no real prospect of back budding = almost no value.
As a garden tree: No central leader but plenty of side branching = maybe $50- $100 for the development. It should have not taken 25 years to grow a black pine to this stage

I gotta agree that from the pics it seems like a pretty vexing project to turn into something rewarding bonsai-wise. But, I am no magician and lack that 'transformative' vision, so maybe others can see a prospect where I cannot.

Difficult subject as Bonsai.
Good candidate for drastic bending and grafting
