It is notorious for self seeding here. Also really hardy so will grow just about anywhere and survive all sorts of abuse and neglect.
Any tree can be used for bonsai but the large compound leaves and long internodes make it difficult to achieve a compact shape with Acer negundo.

Because they just pop up randomly and are very fast growing, I have a few that are very young in training, they become brittle so need to be wired young, but the leaves are incredibly hard to shrink from my experience.
Still, have a shot if you want, no harm in it
