Are the roots of this Mugo pine rotten?

Its roots do not smell foul and its cambium still remains green. The soil is well compacted but still drains really well. Here is a link to some pictures:

The white stuff is fungus:

Thanks for the reply! Would spraying a systemic fungicide resolve the fungal growth or should I repot the tree with new soil? I don't think that it is too stressed out so I might be able to repot it.

Oh whoops, I just read the Wikipedia page and it seems that the fungus is symbiotic and isn't necessarily harmful! Thank you for the information

I concur. White fungus on pine roots is perfectly normal as they form a symbiotic relationship which helps supply some nutrients.
While not absolutely vital for the trees -not actually needed when we supply regular available nutrients - the fungi is not doing any harm. Some people even consider it important to pine health.
