Fungus on cuttings? Boug and swamp cypress

Hey guys,
To start off with, these are the first cuttings I've ever taken, so I'm still not sure on the whole process, but I want to start propagating a bit more...
I was doing some styling on a Hawaiian torch/smartipants boug and a swampy and figured I may as well keep the off cuts and try to strike some cuttings. I didn't have any propagating sand, so I sued potting soil, and I dipped the cutings in clonex then poked them into the soil. watered well and covered with plastic bags for humidity.
Now they had been in there for approx 4 weeks or so, and every thing was still (mostly) green and looking somewhat alive. They were getting some partial sun (ie early morning) while covered.
Pulled the covers off today to find some plants that look like they have survived, but also some fungal build up. The fungus on the bougs is weird. Haven't removed ti or anything yet.
It sticks out like fingers. The swampies don't look so bad, but they basese are black and the higher foliage is dieing/infected with fungus, but they have also shari new growth out lower down. I'm going to get some fungicide tomorrow and give them all a spray.
Any other suggestions/advice? What I've done wrong?
