pine aphids?

Hey guys just thought id ask about a couple of my black pines which have a nice white wooly coating on the buds and on the branches alittle . I believe they are pine alg.....? not wooly aphrids but maybe related. I never had this north with the humidity but since moving south have got it and its spreading from pine to pine. I know my mate in nowra gets it on his pines and he usually just blasted it with water but would a systemic work or just warm soapy water. A few of my pines have just been repotted from been weak and i dont need this on them.

Confidor and Pest Oil(Not White Oil or WinterOil)
Make your own mix in the same container and mix 30ml per litre of Pest Oil with Confidor.
Spray liberally and repeat every 2 or 3 weeks till it is gone. Do not spray more frequently with Pest Oil than recommended as it will clog pores(Junipers anyhow).
Do not use White Oil or winter Oil as it can cook your tree.
I just sprayed 50 or so trees today and expect no problems.
