When the growth starts to turn brown instead of that fresh green look would be a good time to trim back and start wiring the growth into its intended position. This will also encourage back budding which will give you more choice of branch placement.

Hope this helps and dont be to delicate with the cut back as we still have 2 solid months this season to get good growth from.

also depends on what stage the tree is at.
If the tree is being maintained a Bonsai, then you can trim back the new foliage when it extends past the second or 3rd set of leaves. On my trees I take back to the first or second leaves by pinching our the new tips.

If the tree is Still growing out, then I will leave as much as you need to in order to build the shape of the tree.
If you are trying to grow out the trunk, then why trim at all unless you are removing branching in the wrong place?

sorry, should have specified, its a tree i cut back so need to grow a new leader, its throwing out growth everywhere, not sure if i should leave some excess on for a bit to help thicken it a bit or just remove what not needed in the overall design now
