Wisteria like to grow on the tips. I would first check all the branches to see if they are alive by scratching the cambium. Because they have no growth does not mean they are dead. Cut away any that are dead and shorten the live ones drastically. Repot it now and have a good aftercare system for it. It should bounce back.

i have scratches all the branches theoly one that is alive is the one you se with growth the ones surrouding her that have been cut short are dead.. should i cut them further down or leave them?? and should i repot her to a smaller pot.. iwasnt sure about repotting her since she has growth on her at the minute..

Unusual for a Wisteria to die back Not enough care water and food wise maybe Cut all the dead branches to the trunk and reduce the live branch down to the first clump of foliage. Better to repot into a larger pot for a while to get health back. Check through the roots and see if you have any nasty things in there. I would bare root it to. You will hopefully get some shoots off the trunk and it will be a good time to reduce the trees legginess.
