I was just reading up on how this works in my area, and it's pretty much the same. Developers are required to tag every piece of vegetation over a certain size before removing it, and you get fined if you're caught transporting stuff that isn't tagged. Supposedly though a lot of them do dig up the material and sell it. Have to find where to get in on that. I think the main thing they're worried about here though are the cactus, I have a hunch a lot of the trees are still just plowed right under.
