Needle juniper

Hi all you experts, lend me your 'ears'. I had to re-pot my 10 year old needle juniper because the kitty litter had formed a soft concrete like plug over the drainage hole. But what I had noticed for some months, was little brown things on the end of some branches. I thought it was new buds. (I told yer I am a beginner) On closer examination, they are tiny cones. Male tree.
Do I leave them on, or snip or knock them off?
