Looks like a Cupressus to me. Closely related to juniper. Hard to tell without a magnifying glass and a good botanic key. From what I understand Cupressus very rarely get juvenile foliage where as scale junipers do revert to juvenile foliage either under stress or just because they do. Cupressus semiperviens is probably a good guess without fruit or closer examination.

Edit: there are many cultivars of C. semiperviens with varying habits.
