Looks like some sort of cricket or possibly katydid but I have not seen any that colour. My guess is that it is still a baby so will not have laid eggs but there are probably brothers and sisters somewhere nearby. They usually eat leaves but some like to hide in the soil as protection from predators. I do not know of any that eat roots.
I say it is most likely a katydid though like Neil, I have not seen one that orange and beautiful.
I rarely see them in large number causing damage. I would just leave it alone and if it eats a leaf or two, I would gladly donate them from my trees.
