Recently purchased a flowering grafted crabapple tree. Using air layer, will i get fruit in the air layered top?

There is no reason that your new layer will not flower (assuming it survives as Treeman points out) - but that bit you have layered is very young, vegetative wood and it does often take a few years for apple wood to get mature enough to flower.
In fact the whole plant looks pretty immature. Has the lower part flowered before? It often takes a few years for apple seedlings to get mature enough to produce flowers. This just means being a bit patient and pruning to promote flowering wood on the tree.

It has flowered before. Yes, the tree is pretty immature because the leafs are quite large. Thanks guys.

Crab apple help
Is this normal with my crab apple. There is no movement on the existing buds at all. I have cut off the new branches to force/promote the existing buds to bloom but no luck. Why?
