Juniper Foemina Root Cutting

Just wanting to pick some brains.

The Bonsai Today Juniper book describes Foemina as "best propagated by root cuttings or air layering". Does anyone have experience with root cuttings on this species? I can't help but think it's a misprint as it doesn't add up with what I know about Junipers in general.
