When would you recommend repoting?

Not sure where you live?
I'd consider about now if it's not blazing hot.
I note that I did a successful repot later in the season on this tree which resulted in some burnt leaves (but recovered).
To assist recovery give some seasol, keep moist and in a shadier more protected location until signs of growth.
Then slowly acclimatise back to full sun.

One of the fabulous things about growing bonsai is as you get old and decrepit your trees get old and beautiful
