Depends on who owns the land.
Local council woud be a start, but if National Park then you will have no chance i think, but confirm with the local park office first.
Try your local landcare groups as they usually have organised digs. One of the ladies at the S\chool is a member of one na dalways comes in with wonderful specimens

Re: OBTAINING A PERMIT TO COLLECT PLANTS IN NSW
The Goulburn Society have two sites that they use to "liberate" trees for training.
The Elm site is owned by the local Council and a letter of request and a copy of the Society's Public Liability Insurance is all that is needed.
The Hawthorn site is a farm and a simple phone call is all that is needed there as the Council are keen for landholders to remove Hawthorns and the Farmer is happy for us to do some of his clearing for him.

The first thing about Digging is that, what you take in you bring out. Any holes you dig you fill in. We have two Olive sites ruined by people going in uninvited and leaving a mess. No more digging allowed.
That is why invite only, but that does not always work as we have found out.
Also why my Melaleuca sites are guarded secrets and the owners make sure that they know me or they are not allowed. So if they do the wrong thing we have some chance of stopping from happening again.
I hope this explains why they would have to kill you if they told you Minn

lolz how far is goulburn from liverpool
I thikn it might be a bit far for me

Gee whiz Minh you dont need to go that far ( 6 MONTHS !!!!!!!) to qualify for an invite.
Well the good news is Goulburn is only One and a Half hours straight down the Hume from Liverpool.
We only do it by invitation so as to minimise the impact on the surounding farmland.
This year we had Canberra and a number of Sydneysiders.
