Japanese Black Pine - Brown/white spots on Needles

Hey guys this is my first post on the page.
I have a japanese black pine and i have noticed some of its needles have brown and white spots forming on them.
just wondering what the cause of this could be.

Its got scale on it. Spray with confidor fortnightly.
