Being a gymnosperm, junipers don't have flowers. These are likely to be cones developing.

Through your comment, I've now learnt the difference between Gymnosperms & Angiosperms.
It's interesting that these take on the appearance of little white flowers - but are impossible to be.
I noticed that Gingko's are also Gymnosperms, and I always thought they produced fruit (but its not actually "fruit" at all.)
