There are some excellent trees in that lot. I am unsure about quarantine and am sure someone will have the info needed.

What are the short pipes on top of the soil in some pots for?

The short pipes on top of the soil in some pots are full of Organic Fertilizer , like Bokashi.
This procedure prevents the wastefulness of the fertilizer during the irrigation or rain.

Depends on the size of the tree: small 1 pot, medium 2 pots, great up to 6 pots with fertilizer.
The pots have the small size of cup of coffee.
