This looks like a root cutting. It needs to be buried so that the reverse taper of the roots are not showing. Also more upright, then needs to be let grow. As we are going into Autumn and winter not being far away not a lot of growth will happen, just a spurt to take it through the cooler months.
So a patient wait till it all starts happening next August.

So i should push up the fine roots to match the line where the reverse taper starts then sink it into to pot?
Oh yea i forgot to mention i am not going for instant shohin show stopper here, I am thinking about what it will be in 5 years with this branch layout.
Crown in the middle and pad to the left?.
Adam the tree at the moment with the roots the way they are, would make a very nice root on or over rock.
If you go for the over rock one, you will need a rock that it can sit over. If you choose root on rock you will need a taller rock, the tree should not sit above the rock in this compostion, it should be from about 1/4 to 3/4 up the rock.
Just another option for you to consider.

I do not know the term but i wanted to find a small rock that made it look like it was hanging on a cliff edge with a peak behind the trunk to give it some depth with the look of a mountain in the background.
