i think it might be one of the many varieties of juniperus virginiana..

John, i recommend you do a google search of all the possibilities and see what fits best.

For a start, look up Juniperus x media 'Pfitzeriana'. Name one reason it could not be this. Ascending branches with drooping tips. The habit seems to match. The foliage does match (as far as anybody can tell from pics) and it is extremely common, unlike the shimpaku which is rarely grown in gardens in australia.
