Just plant a black pine in the ground (Say a 150mm or 200mm pot) and after 2 or 3 years it will usually have cones and viable seeds.

Plant a few as some produce betterer seed than others in terms of vigour and number.(seedling variation).

I planted about 7 and two turned out to be the best seed producers.

If you check the database that Dumper linked you will find that you are not allowed to import JBP seeds from anywhere. There are some species of pine that are allowed with some very specific checks and paperwork. Ring and call if you are unsure.
Just because they arrived at your door after ordering from eBay does not mean that they are allowed in. AQIS does miss alot. Don't mean to up ya Dumper as I myself have made mistakes in this regard. Hence I think the best I can do is make this clear to others.
It is a hard one as if it was not for a keen person with an accommodating bra Australia would not have seiju elm. But times are changing and we all know how bad it can be when it goes wrong.

There are many things we can do with out much trouble. ie small amounts of carpinus seeds are no worries (no paper work) as many other types of seeds. If you are keen on JBP then try Japanese or botanical gardens that have the species ID all worked out for you. Then again why not just try seeds from a pine species that looks great full size.
Remember, look for candles that have little to no neck as these will ramify the best and this is the type of parent you should source seed from.
I found a juniper that had the most amazing flare to it's base and found the seed germinated very easy " yet without the story I am left with one seedling , Hmmm might be a good time to go collect some more seed :)
It's too bad your in such a hurry cause the stories I could tell you, Bushels and baskets of stories, hole crates full of stories. But if you can spare a moment I will tell you one story.
