Pine

Hi all,
I have posted this pine to get some further advice.
I have not labelled the pine a particular variety as one of my first posts on ausbonsai was a question on what variety this pine actually was. The result of that is I am still not sure. There was evidence to suppoert many of the guesses from other ausbosaists. Anyway doesnt matter at this stage. My question now is the vigour of this tree has not been the same since about 2 years ago when I cut the new spring needles back to 2mm from there growth point. The candles that have formed since then have never been any bigger than a matchstick head. My questions are. Should this be something I should worry about? Is there a way other than a regular feeding programnthat can help get this tree back on the path of vigour? Should I hold off on feeding to harden up the growth ( which is particuarly soft and wimpy).
