Are These Psyllids?

I have found these on my Ficus destruens, are they a problem? How do I control them, a positive ID and any advice would be greatly appreciated.

I think they might be woolly aphids. They seem to get worse up here in the hot, humid weather. I use Confidor to treat them, seems to work really well on most plants with aphids.
