This called pine adelgid...comommly called mealy bug,it is a sap sucker so it will have to come off..I use confidor..spray all over then repeat in 5 to 7 days then give a few days, then simply hose off dead shell/fluff.

These can be quite difficult to get rid of so use a strong, systemic insecticide. You may need to follow up treatment and if they are coming from other trees in your area you'll need to do regular treatments.
