I think letting it shoot around the base is a better idea, it will fatten quickly and give you a better tree IMHO. It should shoot ok from down low and with a fat base would be a very powerful tree. Never had an olive before. But that isn't an olive, that is a wooden male sea horse because of the taper but as the others have said, sounds like it can be remedied over time.

The photo really makes it look a lot worse than what it is.
